Job Description Summary


The Public Works Director manages the daily operations (budget, workload and workload data, performance measures and production) of the ten divisions that make up the Public Works Department. This is accomplished by providing engineering, planning (short-term, long-term and strategic planning efforts), transportation, planning, building inspections, and other technical support to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, Sign Control Board, and other City boards and commissions.

• Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops educational curriculum, and reports parameters as they relate to the overall programming of the office.
• Creates and maintains department mission, vision, and goal statements
• Serves as liaison between the City and outside agencies and entities such as Texas Department of Transportation, North Texas Tollway Authority, North Central Texas Council of Governments, DRMC, nearby cities, railroad, Dallas Water Utility, Trinity River Authority plus franchised utility companies and telecommunication providers
• Supports the City’s adopted work plan
• Provides enforcement and support of the City’s ordinances
• Provides support to City Council, Planning & Zoning Commission, Zoning Board of Adjustment, and other boards
• Creates, monitors, and modifies the department budget
• Creates, monitors, modifies and prioritizes the department work plan
• Provides guidance to subordinates (direct and indirect)
• Makes recommendations that impact the budget
• Responds to internal customer and citizen requests



• Bachelor Degree in Civil Engineering or related field
• 7 years’ experience involving design, construction, maintenance or operation of a variety of public works in a municipal capacity
• 2 years’ experience in a supervisory role
• Texas Professional Engineering License
• Valid Texas Driver’s License with good driving record


• Knowledge of basic civil engineering functions as they relate to the planning and design of new development and infrastructure.
• Knowledge of departmental practices and systems.
• Skilled in the use small office equipment, including copy machines or multi-line telephone systems.
• Skilled in using computers for data entry and email.
• Skilled in using computers for word processing and/or accounting purposes.
• Ability to maintain a professional demeanor and an orientation towards customer service.
• Ability to supervise, organize, and communicate effectively.
• Ability to establish policies for using, acquiring, and/or maintaining heavy or complex machinery.
• Ability to supervise employees developing, installing, or repairing technology systems.
• Ability to establish policies for using, acquiring, and/or maintaining technology systems.
• Ability to create and guide implementation of capital improvement plans or programs.
• Ability to create plans for and guide implementation of major construction projects.
• Ability to create plans for and guide implementation of new technology systems.
• Ability to maintain constructive and cooperative working relationships with others.
• Ability to cooperate with fellow employees as a team member.
• Ability to create and implement plans for preventative maintenance of all public infrastructure such as streets, alleys, drainage, water and wastewater, and ground and elevated water tanks.
• Ability to plan, evaluate and organize the department to meet council and projected needs.
